Yes, but for old documents, it's probably best to start from trying to make them valid HTML 4.01 Transitional first. This should be easy, if there are just a few errors when using HTML 3.2; quite possibly some of the errors are caused by the use of features that were not included into HTML 3.2 but were added in HTML 4.
