Marquee in html and scrollbars in css validation.

Hello W3C!

I have some questions I hope you can help me with:

Why don't you accept marque-codes?

And why don't you accept scrollbar colors and definitions at all.

Especially that bugs me. Because I will never CSS validate due to this.

Browsers like Opera and Mozilla Firefox ignore scrollbar-codes.

And therefore they are harmless are they not?
