Including valid-html401 icon

Hi,

When I validated my 4.10 Transitional page, I was suggested to include the
"valid-html401" icon on the page, which I did.  Then I tried to
re-validate my page now using Strict setting and the offending code was
the code suggested for the inclusion of the icon!

I think this is a bit illogical.
