errors

Dear Sirs,
Where is the error on my webpage at http://www.milach.com/index.html  ?
If I try to validate files on it I at http://validator.w3.org/   I see the answer:

I was not able to extract a character encoding labeling from any of the valid sources for such information. Without encoding information it is impossible to validate the document. The sources I tried are: 
a.. The HTTP Content-Type field. 
a.. The XML Declaration. 
a.. The HTML "META" element.
what do I have to do to validade?
