Probably a small detail: when validating 

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0//EN" "http://www.w3.org/TR/REC-html40/loose.dtd">
<HTML>
   <HEAD>
      <TITLE>My first HTML document</TITLE>
   </HEAD>
   <BODY>
      <P>Hello world!
   </BODY>
</HTML>

The validator announces

"Congratulations, this document validates as HTML 4.0 Strict!"
