Support UTF-16 in validators

Please incorporate support for UTF-16 in your validators ASAP. It 
really sucks that the most important encodings are still not supported 
in the validators (HTML, CSS) from the organization that actually 
writes the recommendations on HTML and CSS. As far as I know, the 
default encodings for XML/XHTML is UTF-8/UTF-16, yet the tools do not 
honor this.
