outsider question: inconsistent beta validation from Mike Leung on 2002-11-17 (www-validator@w3.org from November 2002)

Hi,

My code that validates on the current validator as xhtml 1.0 doesn't
validate on the beta validator. The offending code appears to be
"<noscript>content</noscript>" within <p> tags.

Which one is accurate? It doesn't seem consistant to disallow
"<noscript>content</noscript>"s where "<script>function();</script>"s
are permitted.
