I first thought it was a typo. But they pointed me to a RFC (sorry, can't find the number now) and iso_8859-1 is one of a number of valid aliases for iso-8859-1. Someone in this mailing list already agreed that it's valid. The effort to change all existing pages to not use the default header and create an individual header with iso-8859-1 is definitely way to much work, especially as no browser seems to have a problem with it.
