Not in HTML 4.  INPUT and TEXTAREA elements are allowed outside a FORM
since they may be used with client-side scripting.

(However, for accessibility to browsers like Netscape 4.x, it's a good
idea to only use INPUT and TEXTAREA within a FORM.)
