XHTML top-line: <?xml ?>

Well.. -WHY- did you make <?xml version="1.1" encoding="iso-8859-1"?> ?
Instead of making <!xml version="1.1" encoding="iso-8859-1"!> or somthing ??
It totaly crashes with php with "short tags = on"
It's much easier to use <?=$variable?> than <?php print("$variable"); ?>
  and <?php=$variable?> doesn't work either.

please answer me why you maked det xml line with <?....
