checklink: Error 500: Timeout from Leon Mayne on 2001-08-01 (www-validator@w3.org from August 2001)

I'm having a problem installing checklink.pl locally -> I get "Error: 500
Can't connect to <address> (Timeout)" after submitting the address. This
also happens at the command line.
This happens instantly, so it isn't a problem with the web server I am
checking. I am using RHL 7.0 with apache 1.3.19

Does anyone have any ideas?
