With CMD.EXE, or a Perl binary, or whatever, in the CGI directory, you've just given the world the ability to execute arbitrary commands on your web server! I don't have a suitable Windoze box handy for testing, but I'll have a look at the changes between versions and try to figure out why it broke. In the mean time, get rid of that cmd.exe copy!
