Bug in Meta handling

Inside an HTML 4.0 transitional document, the following line in the head
causes an error report from the WWW HTML validator:

<meta name="GENERATOR" content="TtH 2.84" />

The / at the end is what it objects to. However, this slash is essential
for Mozilla and some other browsers not to choke on such a file if it is
XHTML. 

Either this a genuine incompatibility between HTML and XHTML, and if so
then it means the W3C guidelines for making HTML into XHTML are wrong,
or it is a validator error.
