[Bug 4588] recently appearing 500 internal server error

For some reason, in the last day or two and actually for the CSS validator as
well, I have been receiving a "500 Internal Server Error" in response to
clicking the referer validator link on my pages of the website. This just
started in the last day or so. I am unsure if it is related to Bug #716, but I
do not believe so.
