Indeed, the spec is still a Candidate Recommendation
(https://www.w3.org/TR/css-variables/). Given the wide support and use
of custom properties these aren’t going anywhere though
(https://caniuse.com/css-variables).

Maybe someone from CSS WG and validator team can comment.
