Parse Error if @Media is first line in style sheet

I have a style sheet that starts out with "@media screen" which comes up with a parse error.
 
If I add a style in before the @media screen, everything works fine.
 
The error I get is:
 
4  ���  Parse Error - ���@media screen { body { background-color:#FFFFFF } .nodisplay {display:none} } 
 
Any ideas?
