I've been working on a TTWG draft charter recently, available at http://www.w3.org/WAI/PF/ttcharter20020306.html It's not completed yet but I encourage all the participants on this list to review the deliverables and scope section in details, as well as the participation commitment. This is non-binding yet, this is only a draft for review of what a charter for such a WG would look like. More importantly, we (W3C and this group) need to decide in which domain/activity of W3C (e.g. WAI, AudioVideo, HTML) this WG belong, or if we need to create of a new activity and get W3C membership formal approval, and of course what W3C resources are available to drive it (very scarce nowadays..). It'd be good to start with to get an idea of how many W3C members and other invited experts on this list would _commit_ to participating in this work, and also who would be willing to chair such a group (co-chairing is possible). Once I have more information regarding these questions, I will take the action to talk to W3C management (domain leaders, director) to see where we go from there.
