CERN's httpd is a full-fledged http server implementation which can be set up as a proxy server. They also have a SOCKS-compliant version which can be set up on a non-firewall machine, however I hav'nt tried that yet. The proxy can be configured as a caching proxy, i.e it will enable caching of documents for faster response.
