Out of curiosity, are any digital libraries people planning to use PICS as a substrate for distributed, human-assisted cataloging, in coordination with search engine developers? It seems like there are a variety of mature, well-developed cataloging schemes that could be directly translated into PICS Rating Systems, and effectively promoted through the PICS effort and the growing search engine market.
