Probably not -- HTML3 already has a general imbedding mechanism called <FIG>, with presentation controlled by MIME media type. Although <FIG> does have the ability to overlay anchor regions onto formats that don't have internal support for hyperlinking (GIF, JPEG, etc.), that's not meant as any kind of discrimination against formats that *do* define their own link anchors and/or interactive behaviors (Java, VRML, etc.).
