At the moment, we are getting WG's to send their APIs for review to public-script-coord, but maybe we need another group which is more like "public-should-this-really-be-made-declarative-coord@w3.org" ^_^ … or www-tag? It seems like most things end up being useful as imperative in one way or another down the road. E.g. <input type=file> is used that way sometimes (via .click()). But that kind of thing should come up during API review in general I think. And I'm not sure how fussed we should be about whether the API is in the form of <element> or method().
