The Publishing and Linking on the Web WD has been published as a Last Call 
Working Draft [1], the deadline for comments is december 13th.

"Best Practices for Fragment Identifiers and Media Type Definitions" has 
been also published as a Last Call Working Draft [2], with the same 
deadline for comment (2012-12-13)
