I should clarify that [2] in the attached is an Editors' draft, not a 
working draft. It has not yet been reviewed by the TAG, and has no formal 
status except as input to discussions tomorrow. Please consider that in 
formulating any reviews; nonetheless, early input is welcome. Thank you.
