ni: URI scheme in last call

FYI: The "naming things with hashes" ni: URI scheme
http://tools.ietf.org/html/draft-farrell-decade-ni-07 is in last call.

I've commented that they ought to promote content type handling to the
main RFC (even if not required in every ni: URI), and that they are
using // at variance with what 3986 says.
