Ok. I've incorporated Larry's SotD and staged it for publication:

I dated it next Tuesday so that Yves has time to announce the
publication to chairs, negotiate the new short name, and do whatever
else needs to be done to get it through the note publication process.

I think it's pubrules clean except for a complaint about the IPP
statement. Let me know if/how that needs to be changed and I'll
rebuild the staged draft accordingly.
