I consider http://url.spec.whatwg.org/ "80% done". I still want to
integrate error reporting into the parser and I'd like to fix IDNA but
for now I have given up on fixing IDNA

Integrating error reporting into the parser should happen soon.

All that remains is the other 80%, which is testing, getting
implementations to update their implementations, and fix issues that
follow from that as they come in.

Since it usually takes a while for implementations to start looking at
updating old code (only happens occasionally) the speed at which this
goes is out of my control at this point.

As for IETFer problems, I am not sure what you are referring to exactly.
