the TAG is chartered to help W3C coordinate its work with that of other organizations.  This document overlaps IETF work and registries.

if it is correct, IETF should correct and update.

Should the TAG request that through liaison?

Hi,

the WHATCG has just placed the "Encoding" document under the W3C CLA license. It defines how encodings work on the Web. I think that it could be interesting for the TAG to take a look at it, or at the very least be aware of its existence.
