The EU (and thence the UK and presumably other EU countries) has ruled that users should give explicit consent before 'non-essential' cookies are stored by a browser: http://www.torchbox.com/blog/eu-law-cookies-and-ico Perhaps this is something we should touch on in the 'Publishing and Linking on the Web' document?
