The message I was looking for was sent several years ago, communicated possibly by Henry, following TAG discussion of the topic, and it said something about how resource owners (or whomever) were responsible for making sure that representations (such as those arising from conneg parameter modulation) were consistent with one another. It didn't mention fragids but IIRC could have been interpreted as applying to them. Jonathan
