I don't know if it helps, but for RDF we tried to finesse the differing 
interpretation of MIME types somewhat:

"...  a URI reference in an RDF graph is treated with respect to the MIME type 
application/rdf+xml [RDF-MIME-TYPE]" /et seq./

Also, w.r.t. to GET having no content:  I was wrestling with this a while ago 
and, like you, could find nothing in HTTP that actually prohibited a GET request 
having an entity body.  But IIRC the HTTP spec also made it fairly clear that 
including an entity body would be pretty pointless, and we found that some 
software libraries (Python? Javascript? jQuery?) would reject GET requests with 
an entity body.
