"Redirecting from secondary resource to secondary resource" is
incorrect.  One cannot redirect from a secondary resource to
*anything* since a # URI can't be the request URI. The issue is better
described as

"Redirecting to a secondary resource"

or

"Retrieving a secondary resource of a secondary resource"

or

"How to combine fragment ids"

your choice.
