...by the editor, not by the Working Group.

It's tracked as ISSUE-76, <http://www.w3.org/html/wg/tracker/issues/76>.

There's currently a poll going on, see Maciej's announcement in 
<http://lists.w3.org/Archives/Public/public-html/2009Dec/0330.html>.

To be fair, it also has the keyword "TrackerIssue", which means that the 
bug now is tracked in Tracker.
