that should be linked to.

In some email messages (e.g. http://osdir.com/ml/web.services.rest/ 
2003-02/msg00094.html), we find links such as http://www.w3.org/2001/ 
tag/ilist#uriMediaType-9 . This now redirects, but in the process the  
fragment id is lost and so the user has to hunt for the anchor on the  
page.
