ACTION-53: Update Dereferening HTTP URI draft

Hello everyone, 
 
At last week's TAG F2F I took an action to update the latest editor's
draft of the finding entitled 'Dereferencing HTTP URIs' [1]. The update
adds an editorial note to the effect that, in the light of the work [2],
being done in the Semantic Web Education and Outreach Interest Group, the
TAG has decided not to take this draft forward in its current form. 
 
I have made the changes. I believe this action can now be closed.
