No, this hasn't been satisfactorily addressed elsewhere -- that's one
of the reasons they are both still drafts. The EdNote in the Preface:
"The TAG has not reached consensus on exactly what the right way to
describe the URIs and resources involved and their relationships."
is meant to acknowledge this fact.
What do _you_ think is the right story here?
