I'm not sure what the state-of-the-art is w.r.t.
connections between our issues list and meeting records,

One quick-and-dirty mechanism to connect the issues list to the
meeting records is to have a "search www-tag for messages
with this issue in the subject" link next to each issue
in the issues list (I do this in DAWG
http://www.w3.org/2001/sw/DataAccess/issues )
Then we just include the relevant issue
names when mailing out the minutes, ala this message.
