> A URI is a sign. The fact that it says "ftp://ftp.w3.org/blah" > signifies that it's *meaning* is "Use the FTP protocol". A URI like: "ftp://ftp.w3.org/blan" declares a resource and "suggest" a "protocol" to obtain a representation of the resource. And I don't think a resource should be equal to its representation.
