Ian,

Could you also add a direct pointer from "2.2 XML Versioning
(XMLVersioning-41)" to David and Norm's most recent proposal [a] alongside
the reference [19] below. Also, the pointer in the issues lists references
an earlier version of Dave and Norm's proposal.
