Tim (BL) and I have been reflecting on this matter over the last couple of
days and, as chairs of the TAG, we take responsibility for the conduct of
the meeting and the communication arising from it. Bottom-line is that, yes
we think we could have done a better job of communicating with the HTML-WG
for which we apologise.

The TAG is chartered to work in the open which sometimes makes it difficult
for us to get our communication right. We were aware that our minutes would
become part of the public record and that they are generally available in
raw form shortly after our meetings. We felt that it would be wrong for
communication to be left buried in the minutes, hence the action we placed
on Norm to draft and send the message, which we all agreed to, to both the
WG and to www-tag. The motivation to copy www-tag was the imperative on the
TAG to operate in the open and the expectation on our part that our meeting
records would very quickly become public. I believe that it was the TAGs
intent to communicate the opinion that we had formed during our F2F and to
further the discussion.

The technical discussion on the threads that followed our posting is
valuable to us. We thank the community taking the discussion in a
constructive direction. The discussion and the issue (xlinkScope-23)remain
open. The TAG meet again on 7th October and we will no doubt review the
response to our posting and discuss how we might better proceed "...with as
much consensus and agreement of the community as possible" (from the TAG
Charter on Issue Resolution).
