I've amended that point to:

 * request authority to access schemas or collateral material about it, or

Clearly the URI string is self-evident and doesn't require any authority.
But you might need authority to access schemas or some other material.

Similarly amended to:

 * report a bug or situation that could be considered an error in some collateral material
