This came up just today: I was looking at this svg http://www.pinkjuice.com/svg/svgz/pinkSVGUIs.svgz and it declares a bunch of elements in the internal subset, but does not declare a namespace for them. Batik refuses to display it, as it cannot create those elements in the svg namespace. Adding a namespace declaration and corresponding attlist, it is happy again.
