[SVG2 CR] shared path?

Hello,

there was a resolution to add some shared path mechanism to SVG2:

But I only found:
https://www.w3.org/Graphics/SVG/WG/wiki/Proposal_for_a_path_extension
this looks complete for a specification of the feature, but cannot be found
in the CR - why, if this feature is a requirement for SVG 2?

Obviously for the P command one can simply use a DTD entity as well,
but the R command would be pretty interesting, for example for a work around 
of the missing stroke-position feature (forward and backward reusable path 
segments together with clipping and masking allow to simulate this, but 
sometimes a reverse path is needed, not completely trivial for authors to 
determine by hand).
