[SVG2 CR] SVG Parameters?

Hello,

there was a resolution (2011-10-28T01-09-17Z)
https://www.w3.org/2011/10/28-svg-irc#T01-09-17
to normatively reference SVG Parameters in SVG 2.

Currently I can only find a draft for SVG Parameters
from 2009:
https://www.w3.org/TR/SVGParam/
and no reference in the CR at all.
Can someone point me to such a normative reference
in the CR?

If not:
Isn't it the right order to bring the SVG Parameters
to a recommendation first, before publishing a CR
for SVG 2 to get it right?
