I'm not aware of anyone working on a Chinese specification, but will ask at our Chinese host to see if they know of anyone. SVG 1.0 is superceeded by SVG 1.1, so that would be the approriate specification to translate. http://www.w3.org/TR/SVG11/ So far the only translation of SVG 1.1 is to Japanese. w3c-translators@w3.org is a mailing list for people working on translations of W3C specifications.
