Is there a start on the actual work? In the SVG Accessibility Community Group's github repository I created a stub document as an attempt to begin replacing the Accessibility Note. https://github.com/SVG-access-W3CG/new-note-draft It would benefit from input from members of the SVG group (and some actual work).
