Is there a start on the actual work? In the SVG Accessibility Community
Group's github repository I created a stub document as an attempt to begin
replacing the Accessibility Note.

It would benefit from input from members of the SVG group (and some actual
work). I don't think it is the same as the implementation guide, but the
two work items are somewhat related.
