At least for the path d attribute this happens already in the SVG 2 draft due to the bearing command (and several other new commands suggested as well, but not yet present in the draft). If such backwards incompatible changes happen at all in SVG 2, it should have high priority to have now all relevant changes in one version, to ensure that one can avoid backwards incompatible changes again in SVG 2.1 oder SVG 3. Due to the low implementation progress for SVG 1.x in current viewers, I think, there is a lot of time until one may recommend SVG 2 anyway, therefore it should be no problem to add now meaningful features and wait a few years, until there is interest to implement some progressive SVG 2 completely instead of having only minimalistic implemented changes in SVG 2.
