[Params] When does the param binding happen?

When exactly does the binding take place?  I was assuming there is
something like a new phase after parsing and building the DOM tree but
before onload and the timeline starts where declarative parameters are
resolved, upon further reading it seems like the spec is more complex
than that (since params can be changed at run-time, animated, etc).
