As you state in 3.5, it could be useful to have @content-value
available to <title> for instance, particularly since there are
user-interface effects which might want to be parameterized.

For instance, I have an SVG image of a bug that is parameterized with
a link to the bug.  It would also be useful to inject the contents of
a title element within that SVG.
