This has been fixed in the latest Editor's Draft of SVG 1.1 Second Edition:

  http://dev.w3.org/SVG/profiles/1.1F2/publish/

The in-chapter links now point to the bibliography entry, which itself now
refers to http://webstore.iec.ch/webstore/webstore.nsf/artnum/025408.
