"liveness" of SVGMatrix

Four years ago there was a thread about whether an SVGMatrix passed to
SVGTransform::setMatrix is "live", i.e. whether subsequent changes to that
matrix object affect the transform. The thread started here.

There was followup discussion in this Bugzilla bug:

where people explained some use cases for having the matrix be "live".

As far as I can tell the 1.1 spec has still not been clarified to indicate
whether the matrix is live or not. Please come to a decision and issue a
spec update to indicate whether it's live or not.
